I have various google home speakers scattered around the house and despite them being in the same room / group in the settings page in google home they all seem to act independently of each other.

Is there a way to group them properly so they all act as one networked speaker (eg if i am downstairs and set a timer in the kitchen which gets picked up by the kitchen speaker it will sound the alarm if I’m upstairs near an upstairs speaker)?

Seems like it should be an easy thing to do but has me stumped so thank you for any help!!

No, groups are for casting audio, everything else is separate. You're better off setting alarms on your mobile if you can't hear the alarm go off in the kitchen.
Thanks - so there is no way of joining them together? Seems like a massive oversight...!

Yep, timers and alarms are device specific. Reminders will apply to all devices but I think you only get an actual notification on the device you set the reminder on to begin with.
