Google Nest or Hive without Internet?

Having a new boiler installed in a few days at my new house (not moved in yet). I would like to order Google Nest or Hive but is it possible to install without the internet?

Could you temporality tether it to a mobile phone hotspot?

Once configured I'd assume it'll continue to work on a basic level without a connection.
