I’ve recently put together a PC including the Radeon RX 580 GPU but I’m getting no signal from my GPU when I’ve tried both 8x PCI-E and 16x PCI-E and running HDMI from the motherboard port and the GPU port.

The monitor I have doesn’t support dvi or other connectors other than HDMI and I’m just wondering if I could have other problems than just the motherboard or the GPU being bust. All of my parts are brand new and none of them are second hand.
 
I have a Radeon Rx 580 in the 16x slot the fans spin for about 3 seconds then don’t turn back on and in the 8x slot they stay on. There is a little blue led that lights up when the GPU is on
 
So what happens if you don't plug the 580 into the motherboard at all, and just run HDMI out of the motherboard? Do you get a signal?

If so, then change the BIOS settings to display via PCI-E first (or only), plug the 580 back in, take the HDMI out of the motherboard and try that.

You can't run CPU and GPU video output at the same time any more AFAIK, so you might be getting a conflict somewhere. Shouldn't do but who knows.
I’ve tried it without the 580 and nothing happens and I can’t even access the bios on the motherboard because of this problem.
 
Thanks for all your suggestions but it turns outthet my monitor was actually bust. I just plugged my PC into the tv and it showed up with the bios menu
