My CPU is OC'd to 3.8

I usually play CSGO, however noticed my FPS floating around 40-50, when others are <10

Not much of things in that which could be updated easily...
Better CPU would need new mobo and RAM.
CSGO is such ancient engine game that it doesn't benefit from extra cores, but modern games are notably handicapped by that.

Graphics card could be changed, but then again after summer we'll hopefully have new truly raytracing capable graphics cards out:
Nvidia's marketing "forgets" to tell that raytracing crashes down performance of RTX cards like MCAS Boeing with 30-50% framerate loss.
