I don't download anything, so wouldn't expect to be capped. Also which speed test sites are best to use?

Don't use speed testers, try actually downloading something from a fast source - ie. Microsoft Speed testers rarely ever give me accurate results for my line, yet my real-world download speeds are spot on.
