GPU and memory speed

My Connect3D ATI Radeon X1800 XT card has a stated GPU speed of 625MHz and DDR3 speed of 1500MHz. I am only getting 594 and 693 respectively. Whilst the GPU is not much different, the DDR is less than half. Anyone had the same problem?
 
Those are 2D clocks not the 3D ones, that is what they should be. Also the memory speed is correct, as it is DDR the frequency is effectively doubled.
