GPU at 60 degrees idle and 1700Mhz?

My 3080ti is running at 60 degrees idle with a clock of 1700mhz.

Looking at power draw in GPU-Z I've got three readings:

Board power draw - 127w
GPU Chip power draw: 25w
PWR_SRC Power draw: 78w

I've tried disabling a display, changing them all to 60hz, turning off HDR, changing power option in NV control panel to prefer normal as opposed to "prefer maximum performance" and I've even tried turning off overclock profile.

Any ideas?
 
what card is it? may be something running in the back ground? or poor ventilation?

my 3080ti is at 31c idle, also fans wont kick in until it goes above 60c, maybe a manual fan profile, and use afterburner to double chjeck the temps....
 
It's a Zotac Amp HOLO 3080ti.

But it's not running idle clocks, the clocks at 1700hz

Do a clean install of the drivers and select clean install from the options when reinstalling them, so everything is back to defaults. Make sure not to have power settings changed in the NV panel too, make sure not set to most power and set to the balanced option.
 
Updated the drivers, it's now dropping to 200mhz, however it still spikes to 1710 when I do things like open the start menu.
 
The GPU engine tab is useful for diagnosing stuff like this as it shows what is GPU accelerated and what isn't. Though it's not 100% as it doesn't pick up my miner using GPU0

If you are using windows 10 Aero that can make the gpu go up and down when opening and closing or moving windows as it is gpu hardware accelerated. :-

high hz monitors do this you using 120hz+ or got 4K with high hertz? if so put desktop to 60hz & games to 120+
