I did for the GTX 780 to remove the power limits and remove turbo boost so it ran at a controlled speed and voltage. Was fun pushing nearly 500W through the card (with only 300W of pcie cables it was slightly risky) for benchmarks.
I think since then they encrypted the bios files so they couldn't be modified as easily.
Quadros can be a nice way to get a better GPU cheaper. (Not always). Check the GPU you want on TechPowerup and then find where that chip appears in different cards

I did it once on a 4870x2 to modify the fan profile quite nervous stuff as there was no backup BIOS then discovered Afterburner which was much easier and more configurable
