Simple question, GPU boost clocks up the GPU depending on power target right? so will having a fan connected to the header increase power draw and lower the boost as opposed to not using the header?

Is this different for boost 2.0 as I think I read that wen't off temps not power?

Spot on. The Titans were being picked up on this and the fan takes very little power but enough to knock a couple of Mhz (not that you would ever notice) from the core clocks. I think it is the same for boost 1.0 as it is for 2.0.
