GPU burning and PC not turning on.

Was playing a game and my PC shut down after a sparking noise, wouldn't turn back on.
I then tried a different PSU plugged into the motherboard and the PC creates a spark on the GPU and shuts down after a second. Note that the GPU is not even plugged into the PSU. https://imgur.com/a/6FUzRGS

What could be causing this and how can I fix it?
 
You have a short to ground on the GPU, so all the 75w pcie power is being grounded where the flash is. I can't make out what sort of chip that might be but yea unless you are handy with electronics you will need a new GPU. It looks roughly where you would find power phases (on the other side of the card), perhaps a fuse or controller chip?, either way this is not a easy fix. Can you take a close up of the thing that is setting itself on fire?

Also the more you do that the more you are burning through the traces of the board and the less likely you will ever fix it.

I will be able to send a closer picture when i get home from uni, however i did try powering on the PC without the gpu installed and the system would still not power on so could this mean that it is a motherboard issue?

Ok so yea that should have an IGP, If it was me id take the whole machine apart and see if I could boot with the board, ram and psu, outside of the case. It will never boot with the card in as the psu will hit over volt protection and turn off to prevent further damage.

what graphics card is that, I can see it is an NV card but which one?

its a zotac gtx 970
 
So at the very least I'll need a new GPU :( , the only problem I now have is that I can't figure out why the pc wont boot without the GPU installed if that is where the problem is.

Approach it like this. Take everything out of the case. Take the gpu out of the board and inspect the PCI-E slot, your looking for melted plastics and damage around and in the pcie slot, you also want to examine the back of the board and pci-e to make sure nothing looks sketchy, also examine the card along the pcie connector and see if anything looks like it got too toasty. With just the CPU and ram in (id take the ram out and re-seat just in case there is residual energy in the board. I used to have an issue with an old dfi board where I would need to reseat the ram if I ever turned it off for any length of time) and power supply connected, with the monitor connected to the board see if she goes. If not it's ram, power supply, CPU to check in that order. if none of them give you any joy then perhaps the board. Generally though the boards can take quite a bit of abuse.

I dunno the PSU should just hit OVP or OCP and turn off. Mind you that's assuming it's even a half decent supply. I've had a supply literally melt the connector around a riser, most of the cable was charred and at both the psu modular conector and 6 pin end were melted, it was a mess yet once I cleaned it all up it worked like a champ and is still powering a system to this day :) Agree though that if the supply is in any way not a quality supply then you should at the very least test the system with another :)

So the psu I had in the system was an aerocool integrator 700w, I have also tried using a CiT 500w PSU without the GPU installed but it gives a similar problem with only powering for half a second or so

Please tell me that was with the GPU removed? This is why you need to remove the board from the case. Make sure it's not picked up a short or something behind. Also id say both of those supplies are junk.

This is the picture of the part of the GPU catching fire

Normally you will have multiples of the same chip on a card, can you see another one exactly the same and grab a photo of that as well? Just curious what it is. It's clear that that chip is a complete mess, I think it's got another 4 legs the other side and if so looks to be similar to parts of the power stage on a stripped down 1050 i'm looking at here.

I believe this one right next to it is the exact same, can't see any others that might be similar though
