GPU clocking

Just messing around with my MSI gtx 960, I've set 1250 MHz for the GPU clock in V tuner, GPU Z shows 1250 MHz for GPU clock, but the GPU Z sensor shows 1465 MHz. CPU z shows 1465 MHz too. The hardware monitor on v tuner shows 1465 MHz too

Why the difference?
