GPU/CPU throttling/stuttering issue.

Here are the details for my ASUS Laptop:

CPU - Intel i5 - 7200U @2.5 GHz
RAM - 8192 MB
Intergrated Graphics - Intel HD graphics 620
Dedicated - Nvidia GeForce 940MX

The issue only occurs when I choose to run a game on the GPU (NVidia High performance processor) and does NOT occur when I choose to run the game on integrated graphics. The issue occurs every 1 minute or so in game where the fps will drop to 5 for around 20 seconds and then go back to 60fps. I am pretty sure this would constitute as throttling/stuttering.

Here are the graphs from MSI Afterburner:

As you can see from the graph, the throttling happened 2 times during the time recorded. The CPU jumped from 30-40% usage to 100% usage during the throttling. However, the temperature for both CPU and GPU hovers around 60-75 which I don't think is extreme.

The things I have tried so far:

- uninstalling and reinstalling the GPU driver.
- overclocking/underclocking
- lowering the settings in game (this happens even on the lowest settings for league of legends.)
- Using a cooling pad under the laptop.

Its also worth noting that is issue seems to be intermittent. When I played League yesterday on the GPU there was no throttling. But the majority of the time the issue is present.

Can anyone suggest any solution?

have you been monitoring the temps cpu+gpu ?
i would check task manager and see if resources skyrocket to 100% during these freezes, check if there is any weird app using more than it should etc. if KO
i would check power management setting pout perormance mode increase process limit to 100% (min and max), if KO
i would open the laptop and blow the dust off the cpu and gpu fans, check if KO.
i would unplug the ram, replug, clea it and run a memtest, if KO
i would restore system to a previous date where everything worked fine, if KO
and if i have windows 10, i would go to system update and at the bottom of the page you have an option to reinstall a clean windows, if still KO

Probably not throttling - looks more like CPU usage is killing performance and effectively bottlenecking/starving the game of resources. Throttling would be if the GPU clocks were being lowered, so check that in MSI Afterburner or similar. I would chase down what process is eating 100% of your CPU cycles and blame that.
