GPU dead or something else?

Hi guys,

My system has decided to die and I'm fairly sure the gpu has died unless others can think otherwise.

I fired up Armed Assault 3 and once in game the gpu fan ramped right up to full (which is unusual) then the system went blank.
Attempted to restart to no avail.
The system starts, I get a single beep but no display and the gpu fan is at full constantly still.

I've tried reseating the gpu and changing the pci-e power cables to no avail.
Any further ideas to troubleshoot or is the gpu likely dead?

If so, what is a suitable replacement for a 7950?
(200 max).

Up until now, mine has been solid even with an over clock.
Unfortunately I have no other systems to be able to test the gpu on.

Is there any other tests I can try to pin it down?
 
No I've not tried a volt meter, which pins would I need to check and what should the expected reading be?
I would be surprised if it's the PSU, my last one blew after 3+ years use.
The current replacement (XFX) is barely 6 months old.
