GPU Downclocking to 25% of Clock after PSU Upgrade

Hi guys, i'm a noob. I'll make that known from the off. I've built my first PC using an old GTX 650ti Boost that a friend gave me and i'm slowly upgrading.

I recently changed my PSU from a 450w to a 600w, in light of an upgrade to a GTX1070. Previously, the card was running a stable 1262 MHz with a memory clock of 3000MHz. After re-booting after the PSU upgrade, it seems to be locked at 324 MHz, even when gaming, and i'm having a real bad time getting any FPS. I've tried rebooting, reconnecting cables etc, with no luck.

CPU is i5 7500, so shouldn't be throttling the card.

Any thoughts would be greatly appreciated and taken on board :)

Sounds like the card is running in 2d clock speeds. You might be able to fix it if you have a second monitor that you could temporarily connect to the card at the same time, or buy using a dummy plug to the other connector.

I also found hot swapping the cable to the monitor while the PC is on, just out and back in, or to a different one can fix it.
 
What make and model is the psu.

The PSU is a Thermaltake TR2 S 600W. The old PSU was a Corsair vs450.

I'm currently running three monitors, two off the GPU, and one off the Mobo. (Not ideal I know, but will fix when 1070 arrives). I'll try hot swapping :)

Very high probability of fixing then since your already running a few monitors. Try different combos too. Good luck.
