GPU Factory Reset?

I overclocked my 4090 using EXPERTool2(OEM software) OC scan, and now it's acting weird, but any attempt to reset the OC has no effect. MSI Afterburner and EXPERTool2 don't reset the OC, even setting values to zero doesn't work. The card still boosts to 170MHz over stock boost of 2520MHz every time, and it's locked at that value when looking at in-game values. It doesn't fluctuate, regardless of load. Any idea how to do a hard factory reset? BIOS maybe? Any advice? Thanks.
 
Don't those tools only change things in software? If you uninstall them completely I'd assume that it would revert to factory? I wouldn't mess with the VBIOS.

I uninstalled both. MSI left a file malwarebytes called a threat and EXPERTool is apparently so bad, uninstalling it increased the performance of my system in 3DMark. A nearly 1000 point increase. My card still boosts way past clock, nearly 3000MHz maximum, according to HWiNFO, but that could just be a for nanosecond, so I don't know what's happening, or if that's good or bad.

I had an issue with MSI Afterburner a few years ago. The overclock got stuck and uninstalling MSI Afterburner didn't fix it. I just uninstalled and reinstalled the graphics card drivers and that fixed it.
 
I installed EXPERTool2 for my Gainward GPU and after several issues uninstalled it. That caused the performance of the card in games and 3DMark to increase. I reinstalled it a few times to check, and it really is slowing my GPU. I get a 1000 point increase in Timespy Extreme without it versus with it installed. That seems like a thing that shouldn't happen. So, I suppose if you have issues with this software this is a post, so you can search and say, oh, that might be something. :)
 
Most 4090 will boost to 2740Mhz range as stock due to the boost algorithm and sounds like what yous is doing ... this is stock behavior and to be expected. it will downclock the gpu when its not fully needed.

The "stock boost" is a kind of guaranteed minimum, the card will boost higher based on a table inside the bios. What you are seeing is in fact the stock behaviour.
