gpu fan problem

Thought i'd try here before i contact support. it's a prebuilt that i got in January. Occasionalhy on start up i'd here this buzzing noise that sounded like an obstructed fan but it would go away after a few seconds.
Tonight after about twenty minutes on black myth wukong that noise came back louder and didn't stop. I have noticed theres this support thing which sits directly under one of the fans which i thought it was a bit odd when i first got it but its never been a big problem until now it seems.
I tried moving it around when i moved it more so that it was pointing out of the case and then turned the pc on, which gave a high pitch buzz which i had never heard before and it didn't post. Also noticed the gpu itself seemed to pitch up, so i moved the bracket back to its original position and it boots up.
Now i notice that the fan its underneath isn't spinning anymore and the rest of the fans are much louder to compensate i assume?

The position of that bracket doesn't seem good to me as theres hardly any room between it and the fan but its been that way since it was delivered. Not sure what to do?

Update: resolved

The top layer of the support bracket had peeled off and was pointing upwards and must have been getting caught by a blade. Removed it and problem solved.
I did order a bracket from amazon but its slightly too big so ordered another but won't come until tomorrow, hopefully the gpu is ok to be unsupported for one day (4070 ti super)
