GPU Issue "Problem Starting"

Help!

When I boot my system into Windows the resolution defaults to 1064 x 768 with no other resolution's showing however If I disable and enable my GPU a couple of times in Device Manager it eventually refreshes into 1920 x 1080 (Perfect!)

I have ensured that I am running the latest BIOS and GPU Drivers (Along with all other drivers e.g Chipset etc) but I still have this problem each boot.

System Specs
Intel I5 12400F CPU
MSI Z690 Pro WIFI MB
AMD RX6600 GPU
Corsair 750W PSU

I noticed in my Device Manager the "Video Controller" has a yellow triangle and when viewed in Event Viewer has the following information attached to it however all my motherboard manufactures drivers are installed and Windows is unable to find/install a driver for this.

"The drivers for this device are not installed. (Code 28)

There are no compatible drivers for this device."

Secondly and mainly the GPU Event Viewer Log - Red Explanation! Could this be a faulty GPU itself or software related?

I recently posted this under General Hardware but after identifying it GPU related found that after no response in there perhaps this part of the forum could be of assistance!

@Gilbert89 - is this a new windows install (i.e. have you had another graphics card in the build previously)? If not, I'd suggest backing up any files and reinstalling.

Also, if Alan's suggestion above doesn't resolve it, do you or a friend have another system you could test the GPU in, or another GPU you could try in yours?

My thinking is the problem is either: windows has got messed up somehow/the card is faulty/the motherboard or cpu is faulty (either faulty PCIe slot, or contoller)
 
Make sure WIN is fully updated and then try using DDU and do a fresh GPU driver install.

Windows is fully up to date and have used DDU and fresh install of the latest GPU Drivers and also tried the drivers before latest release and no luck.

I actually don't unfortunately and sold my previous GPU on the MM.

It is a fresh Windows Install - I am tempted to do another fresh install after all other avenues are exhausted and if the issue still persists then perhaps look into faulty hardware and follow the RMA process.

Weirdly enough once the GPU has been disabled and re-enabled it performs fine, and has no issue until a restart but I guess even that does not rule out a PCI/Chipset issue because it should load in upon boot, I will try another PCI slot to see if the same issue persists.
