GPU Not displaying 4K on new TV

I have a Zotac Mini 1070ti and which has a x3 display ports and Just the one HDMI port.

the HDMI port is taken up by the Oculus Rift which is a requirement, and won’t work with an adapter.

and I’m using a display port to HDMI adapter to the TV put I can only get a 1080p picture on the 4K TV, and it looks grainy and blurry, I ideally want to play PC games at 1440p and Stadia on 4k.

What do I need to do/buy to get a 4k signal?

If you do find a DP to HDMI adapter that lists '4K' support, check the small print that it's not 4K @ 30hz only.

You're looking for a DP to HDMI 2 adapter (rather than the more common HDMI 1.4 that tops out at 1920x1200@60Hz). Startech do one (DP2HD4K60S) but there might well be cheaper ones out there too.
 
I have used the "Plugable Active DisplayPort to HDMI Adapter" from Amazon at around £18 and works fine.
