GPU not working with mobo

i have recently built a pc and everything is working fine other than my 7950 it has power although it doesnt seem to be working with my motherboard which is a z77x d3h could anyone help me resolve the issue

i have both cables in and have tried with the monitor to the board and the card removed and everything runs fine how would i update my bios for my motherboard

its not just that it wont work with the monitor although it doesnt if i connect it it will just say no display connected, its working as the fans are on but its as if it isnt connected the mobo at all

Will this help because it isnt just not displaying anything when I try using it it wont even show up when I try install drivers or use afterburner and it just stays on 100% fan speed

Okay so if it doesn't work after trying what you just said could it mean its a problem with the gpu

I heard the gigabyte one is voltage locked and thats the only thing that would stop me buying it is this true

Yeah I looked a bit ago and I think all their newer models are voltage locked and id like a 7950 that isn't locked so I can oc it quite high for air cooled at least so would you say it would be better to get the asus 7950 instead of getting another msi one because they're the only two i know of that aren't voltage locked, thanks for the help again
