GPU or PSU causing monitor problems?

Specs:
2500k
Gigabyte Z68AP
8GB DDR3
GTX 460
ezcool 750W PSU


Problem:
On my second display, there are these "lines" "refreshing" (traveling down the screen) horizontally... they are sort of "lines of light". I've tried lots of solutions, but just for a test, plugged in my old x1950pro, and the problem was gone, but obviously I can't play my games on that card anymore. So my first three major thoughts were, GPU, PSU or drivers.

Anybody can shed any light on this situation for me? Thanks.

P.S - I don't have any issues with temps or anything, I can run 3DMark with no artifacts etc, P95 for hours on end no problems etc.

I'd agree with what you have in mind so far. I'd firstly check that all your drivers are up to date etc. Completely uninstall your old drivers and download and install the latest drivers from fresh. That would be the first place to start.
 
FOUND THE SOLUTION, IF ANYONE IS SUFFERING FROM THE SAME PROBLEM!

Simply use a DVI to DVI cable and the problem is fixed. Before I was using VGA with an adapter. Thanks anyway guys!
