GPU Problem?

Hoping this is the correct section for this. My brother recently got a new gpu and the Windows boot screen has now become like this



Some of the squares "kind of flash too" apparently.

Fresh install of Win7, all drivers are up to date, games work fine etc etc. Tried reseating, tried a different pci-e port. Doesn't seem to be any problems playing games.

Any ideas?

Errr.

Long shot here from something I think I have seen similar.

Press delete to get into the BIOS (assuming it displays that ok) and disable full screen boot logo or similar?

No idea.

But I have seen it before on someone else's PC.
