GPU problems

Earlier this year I purchased a "refurbished" 2070 super. At first running great, however recently my pc has began failing to boot and if it boots the screen is covered in green pixels. Other times it will revert to incorrect resolution even though drivers are installed. Windows is coming up with error code 43, driver failure. Just asking to find wether in fact the gpu is on its way out or is it another problem?
 
It will boot into bios, still with green pixels and windows. If it boots into windows in the correct resolution it usually freezes as soon as I move the mouse. I originally thought it was my old hardrive corrupting the drivers, so I've recently installed a new ssd. While I was setting up windows there were no problems at all with the display or crashing. Only once windows was fully installed the problems began happening again. I don't know if this means anything but when in the bios there were no gpu options only cpu, I'm not experienced with the bios so I have little idea wether it helps or not. Soon I'm planning on trying my gpu in another pc and another gpu in mine so I'll see if that's the problem. But I thought it was weird that prior to windows being fully installed it functioned correctly.

Thanks for your replies and help, I've tried a different gpu and the pc seems to be running fine. Hopefully I won't have to request this sort of help on the future.
