I'm thinking about setting up a 2nd PC purely for running cs:source when a friend comes round as laptop just isn't good enough

probably going to buy a cheap core2duo/quad (q6600 isn't bad for price), mobo, cooler, 500w psu pretty much everything but ram + case + OS
and was curious to what kinda graphics card i should be pairing with it?

would a 5770 do? or would i need better? more a question of whats the cheapest card that will run cs:s 100-200fps minimum on all lowest at 1080, I'm unable to find benchmarks on older games so I'm relying on your collective experience with lots of different hardware :D

try keep it cheap as possible more of a side project for once Ive upgraded to ivy n sold my phenom+mobo :)

5770 Should do, Seen a benchmark of a HIS 5770 on CSS, and got average 230Fps

Tbh you may not even have to go that far looking at the benchmarks you could run it on almost anything even HD4000 would wipe the floor with it, maybe think about a z77 I3 3225 then you have an upgrade path if you decide to go to a new game later.

another quick question, say i got a 5770 + a q6600 n overclocked it what kind of psu am i gunna need? as im gunna need to buy a new one for it, would a 450w do? or would i need 500w+?

450 Would be enough, But i would go for a 500w+.
