GPU randomly maxing

My gpu keeps randomly maxing out.. happened after watching some family guy lol.

i have it set to 30 manual percent and temp is solid 75 and no movement f or about an hour (temps only go down) and even though it is at fixed 30 percent it spikes to 100 ALL the time and then ramps back down.

usually the msi r9 280x gaming edition is VERY quiet. Whatts gone wrong? it always sounds like disk writing at max speed and I can#t slep1!!1

its doing this while im mining.

clock temps as well mining @ 700khs on cgminer 3 7 2

doesnt happen on idle though..

if you have something like msi afterburner running with fan set to auto then it might be overriding cgminers fan settings

no on restart i dont open it and its not applied at startup
