GPU running at full speed on desktop/idle. EVGA 1080

Any ideas?
its running at its full OC'd clock speed all the time not and not throttling back on the desktop anymore.

Making my office a little sweaty, dont really know how long its been doing it (its a hybrid card so its not loud), possible its a GPU driver issues, Discord was also showing a frame rate counter so i turned off hardware acceleration on that but no effect.

Download and install EVGA Precision X and see if kboost is enabled.

No torrents, Precision X was already installed,
2 monitors a 4k phillips one and a sony 4k TV connected.

Trying to turn on Kboost its says i have to close the following "3D" apps,
Xboxapp.exe
Origin.exe
Corsairlink.exe
X55_rhino_profiler.exe
Microsoft.msn.weather.exe (no idea where that one came from)

time to use a process of elimination

Open nvidia control panel,goto power management mode and change to optimal power.
