If you are running a game below you monitors native resolution it gives you the option of having the game full screen(stretched to fit) or 1:1 ratio which will leave a black border round the image.

Your monitor will almost certainly have its own internal scaling device. You can choose to use the GPU for this instead if you like, and doing so gives you the option for "1:1 pixel mapping" even if your monitor does not support this natively.
