gpu speed drop when have web in bg

I play games and surf the web at the same time, minimizing one and then maximizing the other, sometimes when I do this my gpu dosent clock back to full speed (2D mode?) so the game plays with low fps, ive tried setting the " prefer maximum performance" option but it makes no difference. What am I doing wrong?

ive got a nvidia 580gtx with afterburner telling the clock speeds.
 
Turn off hardware acceleration in your browser. This also occurs for me when using windows media centre on my second screen whilst playing. I use an AMD card though.
 
its simply because the gpu has to render both pictures even though one is behind the other, you need to get he game to revert to fullscreen and not windowed, alt+return uaually sets the game back to fullscreen.
