hi, I have an amd threadripper 2950x with nvidia 1080 8gb gpu. would my gpu be throttling my cpu? if so what card is best - i need a short card.

i can go to 30cm, mainly gaming but mixed as joint pc. screen res 3840x2160. budget 450

I think that should be a fairly comfortable size for a 67x0 XT, or 3060 Ti, though neither card is really intended for playing games at 4K. If you can afford bumping your budget up to a 6800 or 6800 XT I'd do that, if running AMD isn't going to impact your workstation software. Alternatively, if you can hang on, the 4070 launches soon, which might be an option for you, or have an impact on prices.

will there be a noticeable differrence

Have a watch of videos like these and see what you think.

Personally, the decision would be strongly tied to if your apps need an nvidia card or not. If they don't and you can afford to stretch the budget, then I'd prefer a 6800 or 6800 XT, but if they do, I'd wait for the 4070 and check out the reviews.
