GPU Usage & Clock Fluctuation

I’ve recently upgrades from a GTX560tI to a Gigabyte Windforce 3.

I have got the version with the following setting out of the box:-

Core Voltage: 1125
Core Clock: 1000MHz
Memory ClockL 1250

When I use Afterburner to monitor the FPS, I seem to be having a problem in Far Cry 3 and some of my other games the Core Clock & GPU usage start to fluctuate after about 2 minutes of playing.

I'm new to AMD cards, and I'm wondering is this normal, or is there a problem with the card?
 
The usage will proberbly go down while your on loading screens or something, i would think it would be on 100% while playing crysis 3.
 
I tried crysis 3 with 1200 /1575 clock speeds and it was laggy on mine still, i guess ya need a beast of a card or crossfire/sli to get it really smooth.
 
Are you using the latest drivers? You could also try turning off afterburner and using gpuz to monitor clocks. I recall some people having ssues with AB monitoring affecting gameplay.
What are temps like?
 
Using GPUz the clocks are stable. Guess it is the problem with afterburner.
Does any recommend any other programs for monitoring the graphics card usage?
 
I get the same. Even with the latest drivers. Interestingly it's only after I put the computer to sleep that it does it. Try restarting the computer and let us know if it's still does it, but I bet it doesn't.

It's not an afterburner problem, as I can really notice the frame rate drop btw.
