Turn off v-sync?
I presume you have a 60 hz monitor.
Have you tried limiting your framerate to 59 via RivaTuner with v-sync off

Arma2 and dayz is very CPU demanding game. Dayz even more so, when in big towns its all the zombies that kill perform. The zombies are using soldiers models and have bone structures etc
In the standalone this is getting sorted and performance will be much higher.
You could try using dynamic vsync in radeonpro, same thing as adapative vsync, But I dont think it will matter tbh.

In ARMA II engine?
Nope.
You get whine as you are not limiting FPS and get 100s of FPS in the menu system.
