GPU Utilisation problem

Hi all. Last night the top 980ti in my SLI set up failed and today I have stripped it out and gone back to a single card.

Trouble is MSI Afterburner and EVGA Precison X all show its utilisation as 30-45% and my frame rate has tanked (playing Witcher 3 at the moment)

I am playing at 1440p and my frame rate has gone from 80fps in SLI to 35fps on a single card.

Is it right for my GPU utisation to be at 30-45%? I expected it to be at 99%?
 
at 1440p my 980ti got me 50-60fps fully maxed even with hairworks on, somthing is up, id point it out to the drivers, also did you change your slot when you went to single set yp.....
 
Re-installed the drivers and it's now up to 99% utilisation and delivering much better cps but the card is coil whining really bad.

Last night it was the card in the top slot that failed so I removed it and moved the bottom card up to slot 1 and this is the one I am having issues with.mso yes it has changed slot.

Don't remember the card whining this loudly before. I have even taken off the overclock so it's running stock and it's still doing it :mad:
 
Im guessing this is during witcher?, ive heard a few on reviewers mention Witcher menus cause huge coil whine. Capping your FPS can stop it a lot of the time if your not using vsync.
 
I am using a Dell 144Hz G-Sync monitor and it does seem worse when in menu's.

Not using V-Sync because of the Dell's G-Sync ability but I can use the in game menu option to lock FPS to 60 would that be the best way to go as currently I think it is set to Unlimited Frame Rate in the menu?
 
Would think locking the frame rate would do it.

In Doom I was getting almost 3000fps in the menu's, and the only time I've had any coil whine from my 480. I generally use Vsync though as I'm playing on a TV, and as soon as I enabled Vsync and the frame rates dropped to 60fps the whine stopped.
