GPU-Z sensors tab GPU core clock accuracy?

I spent some time overclocking my 670 today, due to awful performance in Battlegrounds.

I managed to reach 1049/1114Mhz (boost) on the core and 1703Mhz on the memory. Not great by any means.

However, the sensor tab of GPU-Z shows a core speed of 1228Mhz when in game. Is this accurate? Do NVidia GPUs boost over their boost speed if that makes sense? I noticed GPU Boost 2.0 is not supported by my rather old card...
