gpu's not under full load?

Doing a build for a pal and he as cf 7970's.

Just loaded BF4 and the gpu's are doing 180fps at ultra but are only under around 35-40% load. I always though they should be pinned at 99/100%

Do i have a problem are am i just wrong about the load.
