gql.exe safe to remove?

Hi Folks
I have this program running in start up task manager.
It's located in Program files(x86)/Deluge/gql.exe
The information I've googled is a bit random on the subject so can you please advise on whether I should remove this and if yes then the safest way of doing it?

Have you checked the settings in deluge to see if there is anything there that is set to run at startup, and if there is just deselect it.

I'll have to go through my deluge install (on my laptop, which I'm not on) to see if the same file is there since I don't have anything from that program running at startup.

I don't have gql.exe in my Deluge directory. Upload it to virustotal.com
