I've noticed there isn't a topic for this, yet GTA IV has to be one of the more frustrating games to mod, and has such a gigantic selection of mods to choose from.
I don't really mod the game too much myself, as I have several issues, but I will compile any mods people post and talk about, as well as tweaks to improve performance here.
GUIDE TO MODDING


Tweaks

By far the best tweak for GTA IV has to be the commandline.txt, simply create a notepad .txt document in your GTA IV directory and add these commands to it to increase performance.

ADVANCED USERS ONLY;

A COLLECTION OF ALL THE Commandline.txt commands i have found and that have helped me


[AUDIO]
-Fullspecaudio - high-quality sounds, but the load aj ¹ ¹ ??¿ce more processor
-Minspecaudio - sounds low quality (no digital processing), cut the aj ¹ ¹ ??¿ce processor



[GLOBAL]
-Adapter - use the screen Specified adapter number (zero-based)
-Benchmark - the game immediately in the connector and the benchmark results of the connector you're
-Disableimposters - O connector low quality models of cars as seen from afar
-Help - displays a list of commandline options
-NoBlockOnLostFocus - do not block the window update When It Loses focus
-Safemode - sets the low end graphic quality Sheva
-Uninstallcontent - removes zawartoϾ GFWL in GTA


[GRAPHIC]
-DX9 / high - in Connection with the support playing DirectX 9 and a high priority
-DX10 / High - in Connection with the support playing DirectX 10 and high priority
-Forcehighqualitymirrors - the connector reflections better on 64 bit systems
-Forcer2vb - improves the activity ³ ANIE dents car body on a clean game without patch
-FrameLimit - limits the number of frames to ...

-Gpucount - lets you manually set the GPU count if the query fails

Be careful when using them however, as it is hardware dependant, you have to choose tweaks depending on screen resolution, refresh rate, GPU memory, system memory etc. and choosing poorly can result in the game being forced into 800x460 resolution with everything on lowest.

Icenhancer is by far the best post-process 'ENB' mod available for GTA IV, do not be intimidated by it however, as it actually gives BETTER performance than standard GTA IV, while dramatically improving the visuals.

I don't think its multiplayer but its very similar to DayZ, only instead of other surviving players there are Scavengers and Bandits controlled by A.I. They can attack you, or assist you by killing Zombies, the way the zombies work is awesome and so ingenious too, it just makes every pedestrian hostile, in the wounded state, trying to attack the player with their fists. As the game is standard, without any real modding, this looks incredibly a lot like real Zombies, and they don't run either!

I enjoy driving around the city, that's about it. The problem is Rockstar games don't officially support modding of GTA 4 so you have to find a way around the DRM's for the retail version. Rockstar social club i don't have issues with but games for windows live and securom are troublesome when you try to load or place any mods into the game folder, patched or unpatched. xLiveless 0.95b flagged a trojan inside it's folder although my av removed it straight away. SecuROM closes and the game refuses to load if i install any mod. It looks like only the steam version plays nice. I like the look of iCenhancer+realizm mods. Shame about the retail version, maybe have to find a way around the DRM's?. I'm hoping GTA 5 only uses Rockstar social club?.

Hopefully GTA V will be Steamworks with no restrictive DRM, the modding is pretty fussy, I've legit modded the image files for new cars etc multiple times successfully and then it'll just crash. Every ENB I've tried has sent my game crazy, screen tearing so bad I cant even see my minimap, but I got VizualIV to work, which is a pretty good ENB, less shiny than others but nice lighting. Other than that its all vanilla. :D

It'll give you visuals pretty similar to ICEnhancer, but works with 1.0.7.0.

Right, I've ran into a big problem here, before I installed this SEARCH NO MORE car pack, I had decent fps ranging from 25-40, but after I installed it my FPS is terrible, rarely going above 30. Another issue I have is the damn car spawns, all I see is one or two types of cars in single player, along with the taxi/fuzz cars you normally see, there's no real variety, everyone just drives whatever I have basically, looks silly seeing 50 BMW M3's down a motorway and nothing else.

Sky are you using any kind of car pack or are you just installing yours manually

Word of warning, using car packs can cause serious issues, I've tried several, and there is this thing GTA IV does where if you do not have the RAM to load all the custom cars at once (i.e: all regular GTA cars being replaced) you'll be swarmed with Taxi's EVERYWHERE. There is a script to get around this, but that makes the general textures go nuts, extreme amounts of glitches (at least for me).

I have 8GB ram, so if your using 16GB you might be okay for one, but GTA IV is a dodgey one and might still hit you with the taxi setting, and I think my textures went insane after the no-taxi script because I'm on 1.0.7.0. If your on 1.0.4.0 then go for it, but I strongly advise against any content mods in 1.0.7.0 unless you do them individually (avoid packs).

If you get a pack to work on 1.0.7.0, let me know! :)
 
yeah yeah ive just got the taxi bug :(:(

Best thing you can do is verify caché on Steam to get your original vehicle.img back, and just mod cars in one by one and try not to replace any of the existing cars. You could try the taxi fix script, but if your on 1.0.7.0. with Ultimate Textures, you might get some severe issues, like buildings not loading, road textures rising 3 or 4 feet upwards, cars splitting in two etc. etc.
 
^ i already have all .img files backed up separately and the whole game backed up just in case ^^

Smart thinking! I've already wasted god knows how many GB of bandwith reverifying, maybe I should backup the big files onto my external HDD now I've wiped all pirated games off it (I'm going clean ;)).

In all seriousness though, I really hope GTA V isn't like Vice City, San Andreas and IV, where they make the game less and less and less mod-friendly with each patch. :(

Vice City is my fav GTA game

I prefer Vice City too, just because of the memories, was obsessed with 80's music when I was a kid so only natural I played it the most. :p

Playing it now though, I'm stuck on the Avery mission where you have to fly the bombs into the construction site, the helicopter controls are so bad on PC, either that or I'm getting to old for gaming :D because I either run out of time or get blown up. =/
 
I just do them manually, as above the last time I used a car pack I got all taxis =/


From what I've heard they are weird... I use xbox controller, honestly even driving a car feels really weird with mouse and kb.

They had seriously better not only sort out 5 as a port, but they better make it more mod friendly on the PC, most of IV's sales must have came from ICEnhancer and various car mods. Why take a dump on the biggest audience for your game by killing modability with each patch etc?

After Max Payne though, its looking good. Rockstar are great, I remember running GTA 3 on a really old PC I usually DOS gamed on (some pirate game comes to mind, might track it down :D) and it ran perfectly, now IV comes along and demands way higher specs than it deserves and has all these issues. As many work arounds as there are, it just doesn't seem right. Such a fantastic game at core though.
 
One of the best things about an ENB is the fact it can force SMAA on an AMD card, somehow. I use SMAA in Skyrim, with absolutely no alternate form of AA (not CCC-forced, nor standard MSAA or FXAA via graphic settings) and the aliasing is none existent!

Makes me wanna go green just to be able to force it into everything.
 
Taxi bug can be removed via a scripted mod, just Google it. It is incompatible with Ultimate Textures v1 from my experience, not sure about v2. It works though, despite the fact everything looked unrendered and somethings just straight up weren't even there, I did have all of the cars I'd modded in on the roads! :p

Easy to uninstall so you can risk trying, either way.
