Looks incredible.
Check out rest of his videos, they are all great. Love the New Vegas and Shadow Warrior ones in particular.

I was expecting this comment. It is called "exaggeration". That said, there are shots there (particularly those sped up) that do almost look it.

I played and finished the PC version of GTAV with controller, playing on TV. Worked perfectly and god damn it is a great game. I was itching for a playthrough, this mod will provide nice incentive.

Would the 1070 do it?

I have 1070 and it absolutely runs GTAV 60fps in 1080p, and I suspect the mod will not actually incur much performance hit since it changes lightning by editing its files, not adding any new effects.
