Graphic (card?) problem

My configuration is as in my signature. I have 6950 bios wit unlocked shaders and raised voltage to 1.175 with core@880 and mem@1375mhz. I am experiencing strange problem , I have white pixels on the screen moving around for approximately 30 seconds in windows each time I am switching on the pc , no white pixels until it load system up. After 30 seconds its 100% fine. I see no artifacts in any possible graphic card stress test I can imagine. I can play games at highest possible settings for hours with no problem. What can cause this issue? Any ideas? Also to be clear I tried different drivers with different power settings from -20 to +20% with exactly the same effect.
 
Do you have access to another monitor, you could try it on ?
This would rule out it possibly being the monitor playing up while it's coming on from cold.
 
I did not consider this, I will check at the evening.

EDIT: The monitor does not make any difference. Just to add when I refreshin the desktop pixels change location.
