The GNOME Panel 2.32.1, it is a little annoying. It goes away if I right click over it, no GPU driver or setting. It is how it is at install.

Have you tried removing the panel, then replacing it?

I don't run the bottom panel any way, I usually replace it with Docky which is in the repository.
