Yeh Wacom Bamboo look good for entry level products, smallest size are around that price as far as I know.
However, I would suggest she tries before she buys. I find them horrible to use and if I was made to use one I'd make sure it was A4 size (think the smallest you can get is A6), but obviously, the price jumps up quite considerably. Been a while since I had one though so maybe they have got a lot better.
