Graphics card comparision - new vs/ old

So I'm in the market for a graphics card with HDMI.

that's it. no gaming requirements, probably will only be used to install a new OS or stream a movie at max.

I've seen cards for <£20 brand new and there is an option to buy used ones at these prices, cards that were £100-£200 a few years ago.

The new ones around £20 are 1GB RAM and the used ones, 256MB, 512MB and 1GB options at this price.

My question is: Which ones would be better value?
What would you do? buy used or new and why?
 
Just get the 7790 or r7 260 whichever can be had for cheapest. These will at last play some games in the future.

Ultimate scrimp would be the r7 240 for around £50.
 
i would go for a new passive card, as it will most likely have lower power consumption and be quieter. depending on your needs, the newer card may also have other features such as sound over HDMI
