Graphics card Displays Artifacts 9800 gtx

Hello there, im having a few problems with a graphics card , its a 9800 gtx 512mb bought from here a few weeks ago , the computer isnt loading , it kept coming up with error message saying there wasnt enough power.

I got an extra cable as there was only one of the graphics card power cables on my psu too fix this but i still get artifacts even at hardware level when the bootuip screen comes on , im running a quad core 2.4 with a 350w psu

could this problem be directly related to the power supply or should that be fine , also is it possible the graphics card is faulty or would the artifacts and lines i am seein fall in line with the card not getting enough power too it

any advice greatly appreciated
 
so do you think these artifacts are a direct cause of the psu???

theres around 10 mm from the motherboard from the psu for expansion and the psu pops into place with a clip type thing holding it
