Graphics card fan not running

BFG GeForce 7300 GT 512MB DDR2 HDTV/DVI (AGP) for some reason has stopped running

Any suggestions less than 4 months old.

Tried overclocker software to force it to run but will not.

Correction its a HIS Radeon R9 270X IceQ BOOST 2048MB GDDR5 PCI-Express Graphics Card

I have no idea how you can have that card as "less than 4 months old", with it being a dinosaur of a card...

Ahh I copied the wrong order that one was back in 2007

Nothing physically stopping it from running like a cable or anything? Will it spin if you do it manually using your hand?

Make sure the PCI-E power cable is connected? Should run slightly with the PCI-E lane power but you never know.
