Graphics card for E4500

Hey guys, looking for some advice.

My friend has an old system with a Core 2 Duo E4500 processor with a 400W PSU and is looking for a new graphics card, however this has to be second hand.

What would be a good second hand good graphics card for this chip that wouldn't bottleneck, as cheap as possible really, maybe around £40-£50 with good performance for games like CSGO.

This is the sort of card I was thinking but don't think he would stretch the budget.
