Graphics card is performing VERY badly.

Hello,
I have a 'Sapphire ATI Radeon HD 5770 1024MB' and I've been experiencing a drastic loss in performance of late.
Youtube videos will drastically slow down my computer, in CS:S I get 30fps and lowering everything to the lowest levels doesn't make a difference. General performance of the computer is quite sluggish.
I've updated to latest drivers, made sure previous drivers have been wiped. I'm now unsure as to what to do.
I've got a 22" Samsung, plugged in with a DVI to VGA adapter. Surely it's not this that's causing the issues?

Windows 7 64bit
Corsair 4GB (2X2GB) DDR3 PC3
AMD Phenom II x4 925 @ 2.80GHz. (Stock).
ASUS M4A77TD PRO 770 Socket AM
Be Quiet 530W Pure Power PSU

something is definitely wrong with your card mate. im waiting for my 5870 to come back from rma, so using my brothers old 8800gtx. And comparing gpu-z specs, this 8800 is slightly ahead yours in a few things, when your one should be ahead (not too clued up about 5770s but im pretty sure they are better). And thats not because of the lower clocks in power saving mode, cause my 5870 displayed the truth all the time.
Stupid question, but have you plugged the power adapter into the card? i've heard some cards can run with just the power from the mobo, although with major drawbacks.
Just make sure the power connector has not come loose or anything like that.

edit: those ROPs are looking very very low. 16 compared to this 24

Can't really see anything that would indicate a problem from those gpuz screenshots.

You said general performance of the computer is quite sluggish so it may be many other things affecting the performance. Ran any spyware/virus scans? I guess you could also run an artefact test to see if there is a problem with the card, and try it in another system if you can. Try narrowing down any possible issues one by one.

Whoops, sorry for not replying earlier. Was my Birthday and then I got very ill (related, no doubt).
Thanks for the help, it turned out that my EPU Engine thingy was set to economy mode and was running the card as low as it possibly could. Boosted that up to high performance fixed it.
