Graphics card issue with 1080p plasma

A friend of mine has purchased a new pc and a 1080p plasma screen. I noticed he was watching it at 1024 x 768, and offered to fix this by setting it to the native res. However, through the VGA connection this was not a default selectable mode, when forced to that resolution the signal was lost.

Is it a reasonable assumption that 1080P isnt an option via VGA, and that by purchasing a HDMI graphics card would allow him to display at 1080p?

If so, could someone recommend a card for that purpose, it doesnt need to be high end and could be in the region of £40-£60.

vga can give a resolution up to 1080p and above. the TV may not support vga above 768.
What card is in the new computer?
 
some Plasma /LCD tvs only allow up to 768 via VGA read the manual, however its no big deal to get a dvi->HDMI convertor
 
Thanks for the suggestion, that would make a lot more sense than gettng a new card, I beleive at the moment the card is DVI and it has a VGA adaptor which connects to the VGA on his screen.
