Graphics card not reaching rated speeds while playing TF2

Every other game I play, Witcher 3, GTA and Diablo, my GPU clocks up to 1445mhz on the core, when playing TF2 it stays at 999mhz and doesn't even achieve its rated 1000.

I even went to the properties in Nvidia CP and enable "Prefer maximum performance" under TF2, and it didn't help. I can feel framedrops in this game becasue of this issue.

Any ideas? Thanks guys

Could you Test it by using K Boost to see if it is indeed the game somehow throttling the GPU?
 
Got it overclocked? Apparently the newer drivers are an absolute pig for throttling cards back if certain games/circumstances don't like how you've clocked it. I've noticed similar throttling on my 960 in certain circumstances. Try running it at stock and see what happens.
 
When I run K Boost, my card runs at a constant 1225, and when loading up a TF2 game it crashes with an "engine error".

Will try runing at stock speeds and see what happens

EDIT: Same problem even at stock speeds, my GPU doesn't boost while playing TF2.
 
Isn't 300 FPS the maximum for TF2? So chances are that once you're hitting that the card runs at a frequency to suit and no more. You could try turning off adaptive power in the Nvidia control panel.

When I play iRacing my 980ti card sometimes clocks to a lower speed than its supposed to.

Turns out the reason I am expericing frame drops are because of the new maps, a lot of people are complaining about it. Just tried a normal map, and everything is fine again : )
 
TF2 is so badly optimised these days, it does not take advantage of newer hardware even when configuring max settings.

You can download some pre configures cfg files here https://chrisdown.name/tf2/

Take the Max quality profile, rename it to autoexec.cfg and drop it into your tf2/tf/cfg folder and the game will use some hidden settings in the game for improved image quality and make the gfx card do some work pushing 1000+ fps. The cost of using hidden setting is potential stability issues, but I have not noticed any ever and have been using these profiles for some time.
 
Why the hell would you even want 300 FPS, let along 1000+?

You get nothing out of it other than your hardware being stressed for no reason, reducing all of their lifespans.
 
I use my video cards to heat up my room, just stick on heaven benchmark on a second screen, since I have watercooling its unlikely to affect the hardware much
