Graphics card or monitor issues?

Hi guys, notice some lines when i play games especially on cut scenes. Its like when you connect a scart to TV and the signal is not good quality u see a line running up the screen when there is a black background.

Well i notice this, not sure if its graphics card or the monitor, monitor about 6 months old i think or less, samsung 2053bw, using the DVI cable that came with it.

I done a recording so you know what i mean, check the video u will notice at the start of the video when capcom logo is shown.

I think what you were talking about is screen tearing. Simple to fix, simply turn on vsync.

its dropping the frame to 30 and some times 20, i normally get 60+ fps (DMC4)
