I'm about ready to tear my hair out here

When given a lousy budget to upgrade an ageing Core2 Duo PC to be able to play some more modern games, I should have just ran away screaming.
Now, I've got the Core 2 overclocked to almost 3Ghz, the RAID 1 array rebuilt and setup, and the PC is perfectly happy with the old Radeon x1650 card in, but as soon as I put the 6970 in, all that happens is when you turn it on, the gfx card fan spins 100% and the machine wont post.
It did this at first on my spare 430W psu, so presumed lack of power. Bought a 650W PSU, whacked it in, same problem.
The card works fine in my desktop PC, which has a 550W PSU.
HELP??
I thought PCI-Express 2.0 was meant to be backwards compatible with PCI-Express x16?
Motherboard is a Gigabyte GA-73PVM-S2 Might updating the BIOS fix it?
