Just like people have said wait out for 290 with non reference coolers. Also ive managed to figure out why there is such as high PSU requirement and that's due to AMD actually not setting a power limit to the board vendors. So if the vendors wanted a 290 or 290x to suck up 400 watts of power then it can. But obviously the card can only handle so much power. So you can quite easily run a 290 on a 650 watt PSU.
