Have you tried EK's Cooling configurator to see if they do a fullcover block for your card? Chances are that if they don't do one then nobody else has done one.

The 1070 Ti uses the same PCB as the 1070 and 1080, including some of the custom boards. So chances are a block for the 1070 or 1080 will fit. For instance, EK's full cover block for the Founders Edition 1070 Ti is the same one for the 1070 Founders and 1080 Founders. Similarly, Asus seem to use the same PCB for the Strix 1070, 1070 Ti and 1080 so EK's Strix 1080 GTX full cover block works with all 3 cards.
So definitely use EK's compatibility list as pastymuncher said to see what you have and if EK has a full cover block for your specific 1070 Ti version, and most of the other companies will have blocks for the Founders Edition (reference PCB).

Alphacool do a few units now with AIO units as another alt - least you get to keep the pump/rad-loop and change the heatsink when new gen of cards come out
